The fire chief, any person acting under his supervision, the city's code enforcement
officer, and any law enforcement officer are hereby authorized to issue citations
to appear in municipal court to answer charges of violation of any of the provisions
of this article. If deemed by the fire chief or law enforcement officer to constitute
an immediate threat to public safety, vehicles parking in an emergency lane or fire
connection lane may be towed at the owner's expense.
